God can always be trusted
Summary
Herod was a tryrant, dangerous and merciless.
1. Troubled times don't mean God is absent. Wanted Jewish approval by attaching the Church (v1,2). He attacks the inner circle. Made sure that Peter could not get out of prison. But God laughs. (Psalm 2), and many laughable situations here. See what happened to Herod (v21-23). Rulers beware - God will judge - Psalm 2 (last verse). Chapter end 'The Word of God spreads'.
2. Take heart even in troubled times. Leaders are in trouble - 'God was still working out His purposes'. ' God may bury His messengers, but not His message'. (Psalm 116:15). God's glory is the highest goal - it is not about us. 'Hallowed be Thy Name, Your kingdom...' In AD156, Polycarp. John 16:33.
3. Keep on praying. (v5) The Church was earnestly praying. God will answer, even if we have questions and motives are mixed, still pray. (Ephesians 3:20). Pray individually, and with others. The whole world is in His hands.
